The European Council has adopted its negotiating mandate on a proposal to regulate the reporting of environmental data from industrial installations and develop an Industrial Emissions Portal. The proposal aims to ensure users have access to improved data on key environmental emissions generated by industrial installations across Europe by upgrading the European Pollutant Release and Transfer Register (E-PRTR) to include data on the use of water, energy and raw materials and to monitor progress towards a circular economy. The E-PRTR currently gives public access to environmental data from industrial facilities in EU member states, as well as Iceland, Liechtenstein, Norway, Switzerland, Serbia, and the UK. In its negotiating mandate, the Council has proposed limiting the empowerment of the European Commission to adopt delegated acts to amend the scope of activities and pollutants covered by the regulation, instead opting for a mixed approach of delegated acts in some cases and decision-making by the Council and European Parliament in others. The Council and Parliament will now commence negotiations to agree on the final iteration of the legislation.
